Find the shortfall three years early, not three weeks before the levy notice
A scheme that discovers the reserve fund will not cover the roof, the lifts or the repaint only when the quote lands is looking at a special levy and a difficult annual general meeting. A scheme that sees the same gap three years out can raise contributions gradually, stage the work, and put the decision to owners while there is still room to move.
The Reserve Fund Health Check reads your existing ten year maintenance plan against what the reserve fund actually holds and has actually been spending, then shows you where the two do not meet.
Your plan, read properly
What the ten year plan schedules, year by year, and what it has quietly stopped covering.
Your fund, read against it
What the reserve fund holds today, what it has been spending, and how the two lines track.
The next twenty four months
What falls due soon, in what order, and the size of the gap if there is one.
In Western Australia the ten year plan and reserve fund obligation applies to a designated strata company, meaning a scheme of ten or more lots, or one whose buildings exceed the replacement value set in the regulations. The plan must be revised at least once every five years. Mandatory since 1 May 2020.

Every strata scheme needs someone who knows the building, turns up when planned and answers when something goes wrong. Cameron Facilities provides building managers for apartment buildings, mixed use and commercial strata schemes across Perth, working alongside your strata manager and council of owners. Levies, meetings and the strata roll stay with your strata manager. We look after the building itself: the common property, the contractors, the compliance schedule and the residents who live with all three.
Twice weekly attendance, plus remote support every day
Our fractional building management model gives a scheme an experienced building manager without funding a full time position in the foyer.
- Scheduled attendance twice a week on set days, to walk the common property, meet contractors on site and deal with residents’ issues face to face
- Remote support between visits by phone, email and SiteIQ, so the council, the strata manager and residents always have a way to reach us
- A 24 hour emergency helpdesk for after hours faults such as leaks, lift entrapments and failed gates or access systems
- A written escalation path to senior management
- Additional attendance during a developer handover, a major works program or the opening months of a new contract
What your building manager looks after
Common property and defects
Routine inspections of lobbies, car parks, roofs, plant rooms and grounds, with every defect photographed, logged and followed through to close out.
Contractors and essential services
Coordination and attendance for lifts, fire services, pumps, gates, pools and gyms, with essential services and fire safety schedules kept current and records ready for audit.
Residents and access
Move in and move out bookings, keys, fobs and access control, resident communication, and support for the council on by-law matters.
Reporting and approvals
Quotes and work orders raised within the limits your council approves, and a monthly report to the council and strata manager.
SiteIQ, developed by Cameron
Every visit, work order and inspection is recorded in SiteIQ, the facilities management platform developed by Cameron Facilities. Our staff clock in on site by GPS, photos sit against each defect, and the council and strata manager can see open jobs, completed work and upcoming compliance dates in their own portal instead of waiting for an end of month email. SiteIQ also holds the asset register and the scheduled maintenance plan, which feed directly into your ten year plan and our Reserve Fund Health Check.
Certified systems, local accountability
Cameron Facilities is certified to ISO 9001 quality, ISO 14001 environmental and ISO 45001 occupational health and safety management. Our certified scope reads: “Provision of integrated facility management services, including cleaning, maintenance and building administration; village accommodation and mining camp management; asset register and building compliance management; and project delivery services”. Cleaning from the same team
Many schemes combine building management with strata common area cleaning under one agreement, giving the council one point of contact and one standard across the building. See our commercial and strata cleaning services, or the wider range of facility management services in Perth.

Strata building management: common questions
What does a strata building manager do?
A building manager looks after the common property day to day: inspections, contractor coordination, essential services and fire safety schedules, access control, resident issues and reporting to the council of owners. The strata manager looks after the financial and administrative side of the scheme, including levies, meetings and records.
Does our building need a full time building manager on site?
Most Perth schemes are well served by scheduled attendance twice a week plus remote support by phone, email and SiteIQ, backed by a 24 hour emergency helpdesk. Attendance can be increased for larger schemes, developer handovers or major works.
How will the council know what the building manager has done?
Every visit, inspection and work order is recorded in SiteIQ. The council and strata manager can see open and completed work in their portal at any time, and receive a monthly report.
Can you take over from our current building manager?
Yes. We plan the handover with the council and strata manager, collect keys, access records, contractor details and service schedules, and load open defects into SiteIQ so nothing is lost at changeover.
Does a WA strata scheme need a ten year maintenance plan?
Under the Strata Titles Act 1985, a designated strata company must keep a ten year plan and a reserve fund, and review the plan at least every five years. A scheme of ten or more lots is a designated strata company, as is a smaller scheme whose buildings exceed the replacement value set in the regulations. Our Reserve Fund Health Check reads your plan against what the fund actually holds and spends.
Can you also clean the common areas?
Yes. Common area cleaning can sit in the same agreement as building management, with one point of contact, one standard and one reporting system.
